Cannot start VIPM versions 2019-2022Q3

JKI VI Package Manager isn't working anymore. I upgraded the install to allow updating some packages and now it has stopped working. I've tried different versions and installing and running as a privileged user, nothing works.

Install gives me an error where the only legible text is TDTable.cpp, LabVIEW and National Instruments. I also get that error when I try to run it as Admin.

When I try to run it as a normal user I get the error:
VIPM File Handler 2022.0.0.2371 encountered a problem and needs to close.
DAbort 0xEC27B891 in TDTable.cpp
Version: 2021.1.0.2754

This is the log I get for one of the versions, all the logs seem to indicate a problem with "VIPM File Handler"

I was able to resolve this in an imperfect way.

I went to NI Package Manager and selected Repair.  I think I initially chose to repair only VIPM but NI gave me the option to select a bunch more software, I accepted all.

At some point during the repair, VIPM was coming up nicely.

At the end of the repair, however, I was only able to run VIPM from the file location, not using the shortcut.  The shortcut only runs "VIPM File Handler" which doesn't even bring up a window, it just shows up in taskbar.

I hope this "solution" can help someone in a similar situation.
