[RESOLVED] Insufficient privileges installing VI Package Manager

I am trying to install VIPM on an embedded PC (no internet access). I copied the VIPM setup Exe to the pc. I am logged in with administer rights, yet I get this error when installing. the error log mentions something about network error. It seems I've installed VIPM without internet access before. Does "Network Error" refer to internet access or that it can't connect to LabVIEW? Also, the embedded PC already had VIPM 2017 installed. After running the install for VIPM2019, I discovered that it uninstalled my VIPM 2017!  Now I am left without a means to update .vip packages on that system.

Problem resolved:

After exiting from the failed installation, I found and manually deleted the JKI folder C:\Program Files (x86)\JKI then re-ran the VIPM 2019 setup exe.
