Definitely got the permissions.
Just uninstalled and removed the C:\ProgramData\JKI\ folder and watched be recreated.I cant find the packages online either? Do the packages live here: http://download.ni.com/evaluation/labview/lvtn/vipm/packages/

No luck there.
I get the confirmation that there are no updates to currently install packages, then a error msg that it cannot connect to the VI Package Network.
I believe that the VI Package Network does not relate to OpenG.

I am unable to install the OpenG Toolkit into any version of labview; 2021 32bit, 2021 64bit, 2020 64bit. I installed from both NI package manager and directly online. I have tried both versions 2021.0 build 2750 and 2021.1 build 2754. I start JKI VIPM as an administrator.
The OpenG Toolkit option is present, and can be installed. All depending OpenG packages show Action: This package cannot be found <no action> and Status: not installable, package file missing
Below is an error from the error log. I am able to download the file from the address http://www.jkisoft.com/packages/jkisoft.ogpd when placed into a browser.

Okay, to confirm the packages are not present on installation.
SOLUTION
I grabbed the files from a colleague of mine and placed them in the C:\ProgramData\JKI\VIPM\cache folder.
On launch all OpenG packages were visible.
OpenG Toolkit installation was successful and everything looks to be operating correctly.
