"VIPM could not connect to LabVIEW 2023"

I'm having trouble with VIPM 2023.3 (build 2516) where it can't connect to LabVIEW 2023 Q3 (23.3f0).

It worked when I first installed it, but then stopped connecting. So I uninstalled/reinstalled, and it worked again at first, but now it's stopped connecting again.

The message points me at VI Package Manager and instructs me to add localhost to the Machine Access list. This doesn't solve the problem, but adding "*" does. I don't really want to leave my access list wide open in order to use VIPM, however.
